From 1st April 2016 the Environment Agency rules regarding waste producer premises codes are changing and only SIC 2007 or NACE codes will be acceptable.

Registration

• Sites producing or storing 500Kg or more of hazardous waste per year you will NO LONGER need to register the premises with the Environment Agency from 1st April 2016.
• The site must continue to have a valid registration up until 1 April 2016.
• These changes only apply to England. It does not affect premises in Wales who should continue to register with Natural Resources Wales.
• Premises storing more than 3,000 litres of waste electrical oils must hold an SR 2012 No.15 permit issued by the Environment Agency.

Consignment Note Code Format

A completed consignment note must accompany hazardous waste when moved from any premises.

On 1st April 2016, the consignment note and the way it is completed in will change:-

• To accommodate the removal of premises registration, the format of the consignment note code will change on 1st April 2016 regardless of the amount of hazardous waste a site produces, store or handle.
• From 1st April 2016, if waste is produced in England, first six characters of the consignment note code changes (currently the premises registration number), replacing them with the first six letters or numbers (not symbols) of the business name. The producer should ensure consistent use of the organisation name in this regard.
• ‘EXEMPT’ will no longer be used.
• The second set of characters will continue to be five numbers or letters. This may, in a few specified occasions, be followed by an additional letter.
• There will be further guidance on gov.uk from 1st April 2016.
• Receiving waste from Wales into England, should not change the consignment note code. Welsh producers will still be required to register their premises with Natural Resources Wales and use this in their consignment note number. If the waste is moved from England into Wales, Scotland or Northern Ireland from 1 April 2016 the consignment note code will need to use the new format.

SIC Code

• The requirement for the SIC code on the consignment note will change. The Environment Agency currently accept SIC 2003, SIC 2007 or NACE on the consignment note as the Hazardous Waste Regulations are non-specific
• The change in these Regulations from 1 April 2016, specifying SIC 2007, matches the legal requirements for waste transfer notes (for non-hazardous waste).
• The Environment Agency currently has a Regulatory Position to allow different SIC publications and the use of NACE codes to be used; we will be continuing to allow the use of NACE.

Eden has specialised in the supply and maintenance of electrical oils since 1985, during that time we have witnessed many transformers and switchgear being cleaned with jet washes or grit.

Both of these options are potentially damaging and require an outage; due to the non-conductive quality of dry CO² pellets, it is ideal to be used throughout all industrial sectors, not just high voltage electrical equipment.

When propelling the dry CO² pellets at high velocity, the impact and resulting 7,000 times expansion in to CO² gas eliminates the bond between the dirt and the transformer exterior, leaving the transformer clean and dry.

It is important to note that changing a transformer to MIDEL 7131 is not a simple process of pumping the oil out of the transformer and MIDEL 7131 in. Steps have to be taken to minimise Oil in MIDEL contamination below 3.5% and also to heat and vacuum the MIDEL to improve air free penetration in to the windings.

Eden have worked with the manufacturers of MIDEL 7131 to tailor our retrofill service to meet their engineers and chemist’s requirements whilst deploying our dedicated MIDEL 7131 plant and hoses to ensure a correctly retrofilled transformer to the highest possible standard.

Transformer insulating oil purification treatment is typically one third to half the cost of new oil and provides superior results for the transformer and the oil.
